Mr. Hosch practices in the areas of municipal finance, corporate and commercial law and has approved bond issues for various political subdivisions and public corporations in Alabama for public and private purposes. He was graduated from Vanderbilt University in 1976 with a degree in physics with honor and in 1982 with a degree in law. Mr. Hosch has spoken at various state and national CLE seminars. Mr. Hosch is a member of the Birmingham Bar, Alabama State Bar and American Bar Associations, the National Association of Bond Lawyers, and is a fellow in the American College of Bond Counsel.
Mr. Albritton received his B.A. and his J.D. from The University of Alabama. He presently serves as Executive Director of the Alabama Ethics Commission, where his responsibilities include overseeing all administrative operations of the Commission, including the investigation of reported ethical violations and complaints; ensuring the proper handling and disposition of cases; overseeing the drafting of advisory opinions of the Commission; providing consultation and training for public officials, public employees and lobbyists on the application of the Alabama Ethics Laws; and overseeing the complete and proper reporting of financial interest information and any other data required by the Alabama Ethics Law of public officials and employees. Prior to serving with the Ethics Commission, Mr. Albritton was in private practice with the firm of Albrittons & Clifton, PC. He has over 23 years of legal experience trying cases for and advising elected officials and other public sector clients such as counties, municipalities and public boards and corporations. Representation included ensuring compliance with the Alabama Ethics Law, statutory and regulatory compliance, and litigation in all federal districts in Alabama, litigation in state courts throughout Alabama, briefing, appeals and representing these clients in administrative hearings. He is “AV” rated by Martindale-Hubbell (the highest rating for legal ability and ethical standards).
Ms. Frawley is a shareholder in the firm of Webb McNeill Walker in Montgomery, Alabama. She regularly advises and defends employers in both the public and private sectors on a variety of employment law issues and conducts anti-harassment and anti-discrimination training for supervisors and employees. She also practices in the areas of law enforcement defense, constitutional law, public funding disputes, insurance defense, administrative law, and is the head of the firm’s appellate law section. She received her B.A. from Wake Forest University and her J.D., summa cum laude, from The University of Alabama School of Law.
Kelley Gillikin began her ACCA career as director of the Association’s Investing in Alabama Counties program, specializing in the expenditure of American Rescue Plan Act funds. In fall 2023 she began serving as the Association’s general counsel. Prior to coming to the ACCA, Kelley served at the Alabama Department of Revenue for 10 years, first as an assistant attorney general representing the department in tax related litigation and later as the department’s Secretary and the Director of Tax Policy and Governmental Affairs.
Kelley has an undergraduate degree from the University of Alabama at Birmingham in business administration and received her Juris Doctor from the George C. Taylor College of Law at the University of Tennessee. She was admitted to the Alabama bar in 1997 and is a member of the Order of the Coif.
Jimmy Entrekin serves as General Counsel for the Legislative Services Agency of Alabama, where he provides a variety of legal counsel and assistance to both the Agency and the Legislature and its members.
Prior to joining the Legislative Services Agency in July of 2018, he served as Legal Counsel and Chief of Staff in the Office of the Speaker of the Alabama House of Representatives. Jimmy is a proud graduate of Samford University and the University of Alabama School of Law. He also served as a law clerk for the Alabama Court of Civil Appeals.
Mr. Paulk is the Chief Legal Counsel for the Alabama Department of Examiners of Pubic Accounts. Prior to joining the Department he served as Deputy General Counsel for Governor Kay Ivey, Deputy Legal Advisor for Governor Robert Bentley, Assistant Attorney General for the Alabama Department of Revenue, and Staff Attorney for the City Montgomery. Mr. Paulk received his B.S. in Logistics from Auburn University and his J.D. from Thomas Goode Jones School of Law. His practice has involved representing municipal and state governments, agencies, and officials in litigation before Alabama state and appellate courts, the United States Bankruptcy and District Courts of Alabama, and the United States Court of Appeals for the 11th Circuit. Mr. Paulk provides advice and legal opinions to state, county, and municipal governing bodies and officials, state boards and commissions, two and four year colleges and universities, sheriffs, and volunteer fire departments concerning compliance with the competitive bid and public works laws, contract law, public records, surplus property, and the open meetings law. Mr. Paulk is a member of the Alabama State Bar.
Mr. Canupp’s practice is focused primarily on employment law, governmental liability, and the defense of civil rights claims. He regularly represents government officials and entities in constitutional tort litigation, and he represents employers in lawsuits filed under state and federal anti-discrimination laws—including Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA), and the Family and Medical Leave Act (FMLA). In addition, Mr. Canupp provides guidance to businesses and governments in complying with the accessibility requirements of the ADA. He helps employers in drafting employment policies and handbooks, in dealing with internal employee issues, and responding to investigations by federal agencies. Mr. Canupp received his B.A., cum laude, from The University of Alabama and his J.D., summa cum laude, from Syracuse University College of Law. He is AV rated by Martindale-Hubbell, and received the Amicus Service Award from the International Municipal Lawyers Association in 2012.
