Kelley Gillikin

Association of County Commissions of Alabama


Kelley Gillikin began her ACCA career as director of the Association’s Investing in Alabama Counties program, specializing in the expenditure of American Rescue Plan Act funds. In fall 2023 she began serving as the Association’s general counsel. Prior to coming to the ACCA, Kelley served at the Alabama Department of Revenue for 10 years, first as an assistant attorney general representing the department in tax related litigation and later as the department’s Secretary and the Director of Tax Policy and Governmental Affairs.

Kelley has an undergraduate degree from the University of Alabama at Birmingham in business administration and received her Juris Doctor from the George C. Taylor College of Law at the University of Tennessee. She was admitted to the Alabama bar in 1997 and is a member of the Order of the Coif.
