Donna Overton Loftin

Alabama Legislature, Reapportionment Office


Ms. Loftin was born and raised in Northport, AL in Tuscaloosa County.After graduating from the University of Alabama in 1994, she moved to Montgomery, AL to start a career in the hospitality industry.  This led to being introduced to various individuals involved in state and local politics. Among those was long time Representative and AL House Speaker Jimmy Clark of Barbour County. He asked her to join his staff in 1997 as a legislative analysist. After his retirement in 1998, she took a position as a redistricting associate in the Reapportionment Office of the Legislature.  During this time, she attended law school; graduating from Jones School of Law (Faulkner University) in 2001 and admitted to the Alabama State Bar Association in 2002. In 2015, she was promoted to supervisor of the Reapportionment Office and the state’s legislative liaison to the United States Census Bureau.  Since joining the office in 1999, she has been involved in four statewide redistricting cycles including the redrawing of legislative districts in 2017 following a federal court order.
