Pedro was born in Havana, and in his early teens came to the United States with his family and settled in Topeka. After graduation from the Washburn University School of Law, he opened his own law practice and has a distinguished career in civil and criminal law. Pedro also has an understandable sensitivity to the relationship between Cuba and the United States and a deep understanding of the ways that the law affects it.
